GLADSTONEsaid, he had been given to understand by the highest authority that the state of Private and Preliminary Business was now such that it was quite practicable to commence Business at a quarter instead of half-past 4 o'clock. He presumed, therefore, it would be the wish of the House that arrangements should be made accordingly.
