asked the First Lord of the Treasury, Whether it is intended to proceed that night with the Second Reading of the Income Tax Bill, which was not yet in the hands of Members?

MR. GLADSTONE

replied that in financial Bills of that kind, it had not been the rule of the House to require to see the details before acceding to the principle. This measure was a mere formula, there being nothing in it beyond the expression of the Resolution, although, owing to an accident, the manuscript of the Bill had not been sent to the printer in time for it to be delivered that day.
