asked the Secretary of State for War, Whether he will lay upon the Table of the House the alterations in the Royal Warrant concerning pay and promotion, by means of which he purposes to prevent hereafter the practice of paying sums of money in respect of promotions, and of receiving in respect of retirements?

CAPTAIN VIVIAN

said, in reply, that the Secretary of State for War was not yet in a position to lay on the Table the document referred to; but he would do so at the earliest possible period.
