THE ATTORNEY GENERALmoved that the Bill be referred to a Select Committee, and explained with reference to an alleged, application to him by Mr. Cobbett for leave to bring an action against Dr. Manning, that as the requisite memorial had not been presented, the matter had never been properly before him.
