asked, Whether schoolmasters who may receive certificates during the ensuing three years contingent upon the number of children passing certain examinations, will receive them for a limited period only, or whether they will be permanent?

MR. W. E. FORSTER

said, in reply, that schoolmasters who received their certificates during the ensuing three years without passing an examination on the tuition of the children being satisfactory would hold their certificates for life, provided they did not forfeit them by misbehaviour or otherwise.
