HC Deb 18 March 1870 vol 200 c208
MR. MORRISON

said, he wished to ask the Secretary to the Treasury, Whether the Government have power to commute the superannuation allowance of workmen discharged from the Dockyards for a lump sum, to enable such workmen to emigrate?

MR. STANSFELD

replied that under the Commutation Act of last Session, the Treasury had power to commute the superannuation allowances for dockyard men, but he thought it would be highly undesirable to exercise that power generally. His hon. Friend's Question referred especially to the case of artizans desiring to emigrate, whose position was worthy of special attention, and would be properly considered by the Government.
