MR. BRUCEsaid, in reply, that a Report on a portion of that subject had just been presented, but there remained a considerable portion that had not yet been inquired into; and it would be extremely inconvenient to legislate on the question until it could be treated as a whole. It was not, therefore, the intention of the Government to bring in a Bill that Session.
