SIR JAMES ELPHINSTONE

said, he would beg to ask Mr. Chancellor of the Exchequer, If he has received a Memorial from all the Scottish Banks and Insurance Companies and professional gentleman in Edinburgh, requesting him to make the Income Tax run as from the 15th of May to 15th of May, as all interest, annuities, rents, &c, are paid at that term; and if he will grant their prayer?

said, he had not received any such Memorial. When he did he would give it his careful consideration.
