said, he would beg to ask the Secretary of State for War, Whether the manufacture and repair of machinery in use in the Royal Arsenal at Woolwich has not hitherto been executed in the Royal Gun Factory, under the immediate superintendance of the officers connected with that Department; and, whether any change has been made recently in this system, or if any change is contemplated; and, if so, to what effect?

said, in reply, that the original custom was as stated by the hon. and gallant Member. Latterly it had been decided to manufacture, and repair the machinery by contract, but it was now under consideration whether it would not be wiser to revert to the former practice.
