I desire, Sir, to put a Question to my right hon. Friend the Secretary of State for the Home Department, and must apologize for not having given him notice of my intention. There appeared in The Times of yesterday a document purporting to be a legal opinion given by Sir Hugh Cairns and Mr. Bovill to the Government as to the right of meeting in Hyde Park. It was dated July, 1866; the day of the riot in Hyde Park was the 27th of July, 1866. The Question I wish to ask is, Whether the Government was in possession of that document before the day of the riot in Hyde Park?
