ALDERMAN LAWRENCEsaid, he would beg to ask the First Commissioner of Works, Whether, in order to give greater facilities for the circulation of traffic, he will endeavour to obtain Her Majesty's consent to the passage of carriages down Constitution Hill to Pall Mall, through the gate by Marlborough House, during the absence of Her Majesty from Buckingham Palace?
§ LORD JOHN MANNERSsaid, that any advice tendered to Her Majesty as to the privilege to be conceded to carriages passing down Constitution Hill in the way suggested ought to be addressed, if at all, by the Home Secretary, and not by the First Commissioner of Works.
