said, he would beg to ask the President of the Board of Trade, Whether Her Majesty's Government propose to take any action in the construction of Harbours of Refuge, having special reference to the Report of the Commissioners on Harbours of Refuge, 1859, and to the annual Returns of wrecks presented to this House?

MR. MILNER GIBSON

replied that he could only say that the Government did not propose to take any course different from that which they ordinarily pursued with regard to harbours of refuge. Money had been advanced, and was being advanced, to promote the construction and improvement of harbours, several of which would fulfil the purpose of harbours of refuge. As far as the Wreck Returns were concerned there was nothing in them to show that any large proportion of the casualties arose from want of harbours of refuge.
