asked the Secretary of State for the Home Department, Whether in those counties in which a Rate for Compensation has already been raised by voluntary assessment, those who had paid such Rate would be relieved by the amount they have already paid from contributing to the Rate to be raised by the local authority?

SIR GEORGE GREY

said, that if there existed already a fund in hand applicable to the same purpose as the proposed rate, there could be no possible reason for a second collection. On the other hand, however, if a fund raised, either by a voluntary rate or by local contributions, was applicable to another purpose, it would still be necessary, in order to give compensation for animals slaughtered under the Bill, to raise a sufficient sum for this purpose by rate.
