rose to address the House; but was met with cries of "Order!"

The House has ordered the Bill to be now read a second time, and that order must be carried into effect.

I think, Sir, I am now in order in rising to order. The House has resolved by a large majority that the Bill should be now read a second time, and as it has not been seen by a single Irish Member, I move that it be read by the Clerk at the table.
