moved for leave to introduce a Bill for the purpose of abolishing the toll taken on foot passengers passing over or on Chelsea Bridge. The subject, he said, was not a new one, and he thought that when the Bill came on for a second reading he should be able to show that the circumstances in favour of the abolition of the toll were stronger now than they were in 1858.
