said, he wished to ask the Under Secretary of State for Foreign Affairs, Whether he had not told him yesterday that telegraphic Despatches are never printed, and to-day has acknowledged that one has been printed?

MR. LAYARD

said, in reply, that he thought he had given a complete explanation of the matter. Of course, if a Despatch was sent in words it was printed, but he understood that the hon. Member's question applied to Despatches sent in cipher which were not printed.
