§ LORD CLARENCE PAGET,in reply, said, it had not been usual to appoint a 36 Royal Commission to inquire into the pay and allowances of the Navy as distinguished from other branches of Her Majesty's Service, and he was not aware of any intention to establish a novel precedent.
