MR. HADFIELD

said, he wished to call the attention of the Secretary of State for the Home Department to a paragraph which has appeared in some of the morning papers in reference to the flogging of two garotters in a prison in the county of Durham. The circumstances of the case he said were extremely brutalizing, and he wished to know if the Government will make some inquiry in reference to the subject?

said, he did not know what inquiry the hon. Gentleman wished him to make, for the infliction of this punishment was strictly in accordance with the Act passed last Session. By that Act the Judge specified the number of lashes to be inflicted, and the instrument which was to be used on the occasion, and doubtless there had been no departure from the law in this case. The punishment, of course, could not be otherwise than disagreeable.
