MR. LONGFIELD

said, he rose to ask permission to withdraw the Bill. An arrangement had been made for its introduction into the House of Lords, where it was read a third time last year, by the noble Lord who then had charge of it. He would, therefore, move that the order for the Second Reading should be discharged.

MR. DAWSON

expressed his satisfaction at the withdrawal of the Bill.
