§ COLONEL SYKESsaid, he rose to ask the Under Secretary of State for Foreign Affairs the reason of the delay in signing the Convention with Persia for the establishment of Telegraphic Communication between Khanikin and Bushire.
§ MR. LAYARD, in reply, said, there had been no actual delay in signing the Convention, but there was yet an agreement to be come to with respect to the use of the wires There was to be a double set of wires, and there were some questions pending which he hoped would be speedily settled. When the Convention had been signed, it would 1474 be laid on the table. The hon. and gallant Member (Colonel Sykes) had given notice of a Motion for the production of the Correspondence relating to this subject, but he trusted that that Motion would be postponed for the present.
