asked the Home Secretary, Whether his attention has been called to the disorganized state of the Roman Catholic Reformatory of St. Bernard's, Leicestershire, as described in successive reports of Her Majesty's Inspector of Reformatories, and especially in that for 1862, just laid upon the table of the House, and whether any steps have been taken to place the institution upon a satisfactory footing?

said, he was sorry to say that the Report of the Inspector with respect to that Reformatory was so unsatisfactory that that officer had been instructed to inform the persons interested in the institution that no public money would be appropriated to it unless a complete change in its management should be effected. The Inspector had since reported that the institution had been placed under a new manager, and that new rules, which would provide for its better management, had been established. He (Sir George Grey) had directed the Inspector again to visit the institution in a short time in order to see whether those rules were carried out, and report its progress to the Home Office.
