§ MR. NEWDEGATEsaid, he wished to offer his apology to the House for having been a few minutes late in his place, and consequently unable to answer when his name was called by the Speaker. He rose for the purpose of giving notice that he would, on the following day, move for leave to bring in a Bill "to establish a charge in lieu of Church Rates for the commutation thereof, and to afford facilities for the provision of other funds applicable to the purpose of Church Rates." In fact, his Motion would be for the re-introduction of the measure which the House permitted him to bring in at the close of the last Session, in order that it might be considered during the recess.
