said, he wished to ask the Secretary of State for War, If a Soldiers' Institute will be formed at Portsmouth, in conformity with the Report of Captain Pilkington Jackson?

said, that the Government had taken a Vote for the creation of Soldiers' Institutes without stating at what particular places they were to be established. He should be prepared to appropriate a portion of the sum towards providing an Institute at Portsmouth, but its precise site had not yet been determined on.
