MR. VANSITTART

said, he would beg to ask the Secretary of State for India, Whether he has received a Memorial, signed by the Members of the Covenanted Civil Service of India, complaining of the effect which the Civil Service Bill passed last Session is likely to have in diminishing, and eventually destroying, the Funds known as the Widows' and Orphans' Fund and the Annuity Fund; and whether he has taken any steps to prevent such apprehended consequences, and, if so, to state what they are?

SIR CHARLES WOOD
