Sir, I hope the hon. Member will not think that I mean the least discourtesy to him if I say, in general terms, that it is not the habit of the Government of the day to announce beforehand intentions which they are not at the moment prepared to specify. When they have a proposal to make, and not before, is the time for announcing it to the House.
