SIR GEORGE LEWISSir, in answer to the hon. Gentleman, I have to state that the clause to which he refers is simply prospective in its operation. If passed in its present form it would not be retrospective in its effect. When the Bill comes into Committee it will be open to the hon. Gentleman to move an Amendment to make it retrospective; or, if the House should 1487 consider the question ought to be further considered, it would be open to any hon. Member to move for leave to bring in a Bill to apply the substance of that section to those two places.
