Sir, I do not at all keep out of sight the fact that the distribution of employment between men and women is one of the most important of all social questions, especially as measures have been taken—unfortunately, as I think—by some portions of the operative classes to keep women out of their fair share of employment. But, although I hold that opinion very strongly, and think the matter to which my noble Friend refers a very important one, I do not think his proposal to use taxation as an instrument to determine the question should be adopted.
