said, he rose to ask Mr. Chancellor of the Exchequer, Whether there is any foundation for the report that the final reduction of the Wine Duties is to take effect in August or September, or whether he intends to adhere to his original proposal that such reduction shall take effect on the 1st day of January, 1861? Such a rumour had become current, and was producing an injurious effect upon the trade.
