said, the duties of the Postmaster General had been performed by the Duke of Argyll in the absence of Lord Elgin. That arrangement had been made on the alternative that when Lord Elgin arrived at Ceylon be might find that his services were not wanted, and that he might return. Unfortunately the Chinese difficulty had not been settled, and it would fall to the duty of the Government to appoint a successor.
