said, he would beg to ask Mr. Chancellor of the Exchequer whether, in the event of certain conditions being accepted by the Atlantic Telegraph Company, it is intended to confer upon them exclusively a guarantee or subvention, or whether the same privilege will not be extended to any other Company that may be the first to establish an efficient line of communication across the Atlantic?
