said, he would beg to ask the First Lord of the Treasury whether the Sovereign of the Roman States has finally accepted or declined the position of President over the Confederate States of Italy; and whether, in the event of the Sovereign Pontiff accepting that office, it is intended on the part of Her Majesty's Government to adopt effectual steps for establishing direct diplomatic relations with the Court of Rome?
