§ MR. T. DUNCOMBEsaid, he wished to inquire whether it is intended to proceed with this Bill without giving an opportunity of discussing it? The Bill had only been in- 1204 troduced on the 4th of July, and stood for a third reading that evening.
SIR GEORGE LEWISsaid, the reason why the Bill had been pressed on was, he believed, because the Commission would expire on the 1st of August, and if it was to be renewed, the Bill must be passed at once.
§ MR. T. DUNCOMBEsaid, he thought a continuance Bill for one year would be sufficient; so that the subject might be discussed next year.
