said, he wished to ask what were the intentions of the Go- vernment with regard to granting aid in the form of subsidies to telegraph companies having communication with America or any of the British Colonies?

said, that the principle the Government had adopted with regard to such undertakings as those alluded to by the hon. and gallant Member was this, that they would not grant an unconditional guarantee.
