§ LORD JOHN RUSSELLwas under-stood to say that Mr. Bruce had gone to Pekin with the view of having the Treaty ratified; that it is the intention of Her Majesty's Government to require the Emperor of China to carry out the Treaty; and that, although the Emperor may not immediately accredit an Envoy to this country, it is intended to invite the Chinese Government to send an Ambassador to the British Court.
