§ LORD LOVAINEexplained that the law was at present in an unsatisfactory state as to the rights of shipowners. The object of the Bill was to pass a general Act which should give all the powers at present conferred by local Acts, without superseding the latter. It was not intended to proceed further than printing the Bill during the present Session.
