said, he rose to ask the First Lord of the Admiralty whether he has any objection to state the names of the Royal Commissioners on the Manning of the Navy; and whether he will lay on the Table of the House a Copy of the Instructions issued for their guidance.

SIR JOHN PAKINGTON

said, that it was neither usual nor convenient to make known the names of persons selected to serve upon Royal Commissions until they appeared in the Gazette. In this instance the hon. and gallant Member and the House would not have long to wait, because he confidently hoped that the Commission would be issued in the course of the week. The hon. and gallant Member's question as to laying the instructions upon the table he would answer after the Commission had been issued.

The names were known at the United Service Club last Thursday.
