said, he wished to know whether the Government had any objection to referring the measure to a Select Committee?

SIR GEORGE GREY

said, he believed that there was no opposition to the second reading of the Bill. After it had passed that stage, he proposed to refer it to a Select Committee. As the measure was a public one, it would have to be committed in the whole House after it came up from the Select Committee.
