LORD JOHN MANNERS,

on behalf of Mr. I. Butt, moved for leave to bring in a Bill to regulate the employment of women and young persons in bleaching, &c., works. The noble Lord observed that the Bill was substantially the same as that introduced last Session.

MR. BAXTER

thought that, considering the great importance of the subject, the House ought to have been favoured with an explanatory statement as to the provisions of the Bill, in order that the parties interested might have a full opportunity of considering them. If the Bill were to be the same as that of last year, he, for one, should not be disposed to assent to the second reading, unless upon the understanding that it was afterwards to be referred to a Select Committee.
