HC Deb 18 April 1856 vol 141 c1182
SIR JOHN PAKINGTON

inquired whether the Commissariat officers were to be allowed the Sebastopol clasp, and, if not, why not?

MR. FREDERICK PEEL

replied, that it had been decided, with the concurrence of Lord Hardinge, and after communication with the Commander of the Forces in the Crimea, that, as a general rule, none but combatant officers should receive clasps commemorative of actions.
