said, he would now move for leave to bring in a Bill to enable a third Secretary and third Under Secretary of State to sit in the House of Commons. By an Act of 6 Anne, and 15 Geo. II., no more than two Secretaries of State could sit in the House of Commons; and by 22 Geo. III. it was doubtful whether a third Under Secretary could sit in the Commons. There being now four Secretaries of State, it might be conducive to the public service if more than two Secretaries and two Under Secretaries of State could sit in the House of Commons.
