MR. BRIGHT begged to ask the right hon. Gentleman the Chancellor of the Exchequer whether it had come to the knowledge of Her Majesty's Government that a Bill was under the consideration of the American Legislature, having for its object the establishment of a retaliatory system of increased postage so long as this country retained its present postal regulations?

The CHANCELLOR OF THE EXCHEQUER had received information somewhat to the effect stated by the hon. Member; but he thought the hon. Gentleman was mistaken on one point, for he conceived this could not be regarded as a retaliatory measure, as the effect of any law the United States Legislature might pass would be to impose a higher rate of postage upon American citizens, and would affect them much more than the people of this country.
