On the motion of Mr. Gladstone, the House resolved itself into a committee of the whole House. In committee the right hon. Gentleman proposed the following resolution:— That it is expedient to permit foreign wheat to be delivered, under certain regulations, from the warehouse or from the ship, duty free, upon the substitution into the warehouse, or the delivery for exportation, of equivalent quantities of flour and biscuit.

Resolution agreed to.

The House resumed.

House adjourned at a quarter to two.
