On the question, that the Speaker do leave the Chair, to take into further consideration the report of the Rivers Ireland) Bill.

Mr. Redington

objected to the bill, on the ground, that it gave too extensive powers to the commissioners, and that gross mismanagement had occurred with regard to a drainage company to which this bill related. He complained, that in several instances the funds of the company had been grossly misapplied, and he thought the conduct of the company had been such, that the House ought to pause before it sanctioned this measure. He objected to the retrospective powers which were given by the bill.

Lord Eliot

said, it was required by act of Parliament, that a valuator should be appointed by the owners and occupiers of land. Those parties had refused to appoint a valuator, and the Government, therefore, wished to remedy the inconvenience to which the company were subjected. He did not think, that by adopting this bill they would be guilty of injustice to any parties.

objected to the powers which it conferred upon the company, and moved its rejection.
