§ Mr. 316 Baines moved for leave to bring in a "bill for the better Enrolment of Burgesses of Boroughs divided into Wards in England and Wales, and for altering the time for certain elections in such boroughs." The hon. Member stated, that the object of the bill was to obviate the difficulty of obtaining the registration of burgesses in certain boroughs within a certain time, and the disfranchisement that frequently ensued therefrom. The causes of the introduction of the bill were fully stated in the petition which he presented a few days ago.
