begged to call the attention of the Speaker to the great inconvenience occasioned to Members who lived at a distance from the House, by the regulation, which required that any Parliamentary papers sent by them to their constituents through the medium of the post, must he despatched from the House itself. He would suggest that Members should be supplied with stamped covers or envelopes, which should enable them to transmit such papers from their own homes, instead of imposing upon them the trouble and inconvenience of making a special journey to that House.

The Speaker

intimated that the object of the regulation of which the hon. Gentleman complained, was to prevent the possibility of fraud upon the Post-office.
