Mr. Parker

wished to ask the right hon. the President of the Board of Trade whether the Commercial treaty between France and this country had already been concluded and if so, in what time it would be in the power of the Government to lay the conditions of it before the House.

Mr. Labouchere

did not wish to go into any explanation on the subject, as the treaty had not yet been concluded. He should only say, that the Government had been engaged in negotiations with the French Government, with the desire to promote upon fair and honourable terms, the commercial intercourse between both countries. When the treaty should be concluded, there would be no delay in laying it before the House.
