On the motion of Lord Morpeth the Excise Licences (Ireland) Bill was read a third time.

Mr. Shaw

then moved, by way of rider, a clause to prohibit grocers from selling spirits by retail for consumption on their premises; but to enable them to sell spirits in quantities exceeding two quarts, to be consumed elsewhere.

Agreed to, and clause added.

Mr. Shaw

moved a proviso to the 3rd Clause, to prevent retailers from selling spirits on Sundays.

Lord Morpeth

saw no reason for departing from the understanding already announced, and should therefore oppose the motion. He feared it was out of the power of Parliament to prevent the drinking of spirits on Sundays; and the consequences of prohibiting the sale of the article at houses over which the magistrates had control, would be to send the consumer to much worse places.

The House divided on the proviso — Ayes 88; Noes 149—Majority 6l.

Proviso negatived. Bill passed.
