Rice moved, that the House do resolve itself into a Committee on this Bill.

Mr. Hume

must protest against the useless, unnecessary, and extravagant manner, in which the Government were throwing away the public money, by continuing to call out the militia. Since the conclusion of the war, 3,000,000l., or 4,000,000l., had been wasted in keeping up a force, totally inadequate to the performance of any actual service. He did not intend to oppose the progress of the Bill, but he could not allow it to pass without protesting against the wanton expenditure caused by it.
