moved the second reading of this Bill. The right hon. Gentleman observed, that there was no objection whatever to the principle of the measure. He had communicated with several coal merchants of London on the subject, and none of them had any objections to make to the principle of the Bill; the objections to its details might be discussed in the Committee. He hoped, therefore, that nobody would object to the second reading.
