The Speaker was summoned at two o'clock to the House of Lords, for the purpose of hearing his Majesty's Speech delivered from the Throne. Accompanied by about 200 Members, he proceeded to the House of Lords, and on his return intimated his intention to take the Chair at three o'clock in order to allow Members to be sworn, and that public business would be proceeded with at four o'clock.—At four o'clock accordingly,
